Report on Technical Review Committee Informal (Special) Meeting – February 6, 2006 2:00 pm

The Committee lived up to its name. All comments were technical and all projects were approved with conditions.

LEVEL III

1. Level III site plan review for the project identified as Buncombe County Schools Administration Maintenance Facility for a proposed expansion of a new maintenance facility, location at 175 Bingham Road. The owner is Buncombe County Schools and the contact is Marshall Roberts. The properties are identified in the Buncombe County tax records as PIN 9639.14-44-9932. Planner coordinating review – Julie Cogburn

This is a 45K shop and maintenance building to be attached to the present 125K building. It is on a fast track and will go to Planning & Zoning February 16 and to City Council by the end of the month. All but one of the present mobile units (trailers) will be moved off site. Questions about sidewalk connections to the street (sidewalks are required) and location of fuel pumps in relation to entrances and exits.

LEVEL II

1. Continuation of the Level II site plan review for the project identified as The Dixon on Biltmore, located at South Market Street, Hilliard and Biltmore Avenue for a proposed mixed use development (commercial, parking, and condominiums). The owner is DHRS Group, LLC and the contact is Rick Reinhardt. PIN 9648.06-48-5737.

Planner coordinating review – Alan Glines

The questions were all about entrance and exit to the South Market extension – alley behind the building – and to the parking spaces under the building, and sidewalks along that street. The main street entrance will be on Biltmore. Questions about location and size of trash compactor.

SUBDIVISION

1. Final review of revised plat for the Stone Bridge Subdivision, (33 lots) located at 1903 Hendersonville Road. The owners are Betty Jo and Harold Cagle, Jr., Theresa W. Cagle, and JMW Holdings LLC and the contact is Jim Jones. PINs 9655.13-14-1364, 5219, and 9153. Planner coordinating review – Julie Cogburn

Also called Lodestone, behind State Employees Credit Union and McDonalds with loop road behind these and long cul de sac bordered by houses. Questions about length of cul de sac (1000 foot maximum) and this will be fully that – but no longer.

OTHER BUSINESS

1. Final review for the Level III site plan for Fun Depot Expansion, an expansion and addition to the existing facility. This is located at 4, 6 and 7 Roberts Road. The owner is Day and Elizabeth and the contact is Mike Connor. The properties are identified in the Buncombe County tax records as PINs 9657.01-35-6577, 4414, and 2338. Three lots and lease of part of railroad right of way all combined for development purposes – so landscape buffers between the properties can be modified. Questions about tree planting and sewer right of way on I-40 side.
