Report on TECHNICAL REVIEW COMMITTEE (TRC) INFORMAL (SPECIAL) MEETING – MARCH 6, 2006 2:00 pm CITY OF ASHEVILLE FIFTH FLOOR CONFERENCE ROOM LEVEL II Continuation of the Level II site plan for the project identified as Tunnel Road Ingles, located at 29 Tunnel Road. The request is for new supermarket. The owner is Ingles Market, Inc. and the contact is John Spake. PINs 9649.20-90-1382 and 5221. Planner coordinating review – Kim Hamel This is the old Wal-Mart store and the first proposal was made in May, 2003. Proposal is to renovate the buildinmg, reducing the interior section to 97K sq. ft. with storage area in back, add drive-thru pharmacy and gas station closer to Tunnel Road. Zoning is Regional business with a small Parcel Undeveloped zoned residential. Most of the discussion was about landscape plans and a full landscape plan needs to be provided. No plans to make any changes on the hill behind the present building. Changes include reworking the façade. Traffic Impacy study needed within 45 days. John Spake spoke for Ingles and said Ingles would keep lease on present store and sublet it, has control bye of McDonalds property and lower parking lot adjacent. Code requires two additional loading bays but Ingles may ask for a variance as not needed. CONDITONAL ZONING Conditional Zoning request for properties identified as Hudson Street Cottages located on Hudson and Rich Streets. The conditional zoning request seeks: 1) the rezoning from RM-8 (Residential Multi Family Medium Density) and RM 16 (Residential Multi Family High Density) district to RM 16 CZ (Residential Multi Family High Density Conditional Zoning) district and; 2) for a proposed courtyard cottage community consisting of single family and duplex units. The owner is Betty Johnson, and the contact is Gerald Green. PINs 9638.14-33-4692 and 5701. Planner coordinating review – Blake Esselstyn Final review of project approved by P&Z and City Council. Three additional trees needed on back side of property. Plan for 8 underground parking spaces under the duplex needed. City arborist recommends against red maples on Hudson Street. Though no sidewalk is being required on Rich Street side sidewalk easement is required and trees may not be planted where sidewalk is planned. Trash cans to be put out on Hudson Street side by residents. Gerald Green noted need for erosion control on property adjacent on north where 4 units are being built. PRELIMINARY REVIEW Asheville Country Club plans to enclose a tennis court and asked preliminary review of plans. Questions included application of hillside ordinance; need to verify grade is not over 15%. Height limited to 40 feet measured from primary entrance. New fire hydrant and vehicle turn around needed; building will not be sprinklered, no seating in building. ADJOURNMENT at 3:00 p.m.
