Report on Technical Review Committee (TRC) Monday December 19, 2005 TRC discussed 7 items: - Conditional zoning for West Asheville WalMart – approved with conditions for Planning and Zoning meeting January 4, 5 p.m. at Public Works building on Charlotte Street.
- Level II site plan for Holiday Inn Express, 412 Hendersonville Road – continued to next TRC Wednesday, January 18, 2 p.m. City Hall
- Level II for Willow Creek Village Kirby Road off Sand Hill School Road – continued to January 18.
- Subdivision preliminary plat review for Dillingham Road subdivision – Approved with conditions.
- Final review for Crayton Creek Subdivision, 86 Crayton Road – Approved with conditions
- Preliminary plat review for Asheville Commerce Park at Sand Hill and Sardis Roads – Approved with conditions
- Subdivision of 33 Deerhaven Lane – Approved with conditions.
Details:
1) WalMart WalMart proposal is for 184K sq. ft store between Lowe’s and Ingles on Smokey Park. Building to be on the back side of the lot and will take back side of three houses now zoned RS 4 and will replace trailer park on west side of site. Traffic will come off Smokey Park at present light for Lowe’s and right in right out only between that light and Ingles’. Traffic on Patton at New Leicester Highway, Haywood, and Sand Hill is at capacity and improvements will be needed at these intersections. This will have to be coordinated with state Department of Transportation. Traffic engineering report received by City Traffic Engineer but not thoroughly studied at this time. Developer’s traffic study included 19 intersections from NC 112 east to Louisiana, estimates 55% of traffic will come west from Asheville, 45% come east from I-40. Public questions about use of the three homes whose back yards will be rezoned for the project. Will they be used as homes? Developer said no decision made yet. Water line runs across property, also sewer and gas connecting to trailer park to be removed. Construction will take at least 12 months – 6 to grade, 6 to build. Homes behind will be well above property which will have retaining walls and buffer for sound. I raised question of storm water and acres of blacktop but impervious surface is planned. There is some question about an old right of way across the property and need to show any outdoor displays or gas pumps as well as city bus stop on plan. One of the residents of the trailer park asked for consideration in relocation. Approved, to P&Z. 2) Holiday Inn Express Holiday Inn Express proposal has problems with south entrance and exit, location of dumpster and handicapped parking, height of building and its shadow, and storm water run off on to Reed Street – discussion continued to next TRC
3) Willow Creek Village Willow Creek Village has finished Phase I and wants to move road closer to property line with houses on inside of large circle with creek down the middle of it. Considerable discussion about whether road will be private or public and what effect this will have on sidewalks and grades. Project was approved in July, 2003 and state standards have changed since – and will change again in January. Discussion will continue at next TRC meeting. 4) Dillingham Road
Dillingham Road subdivision now a cul de sac with northwesternmost lot being c flag lot. Discussion about road width and effort to preserve 60 year old trees on Dillingham. Developer will have to run a new water line, either 6 or 8 inch, from Old Haw Creek to meters at houses. Several neighbors from adjoining Mayfair Glen raised questions about how houses will be sited, for example side of house on northwest lot can be 6 feet from property line. In response to concerns expressed about further development in the immediate area James Collier said he and his wife had 20 acres nearby and do not plan to develop it. Approved with conditions. 5) Crayton Creek Crayton Creek project for 28 lots on 5 /2 acres to be developed in 2 phases, will connect Merchant Street. First phase will have 16 houses to the creek. Concern raised about upper portion where 4 lots are shown on a short cul de sac with no turnaround. Approved with conditions. Upper portion layout problem must be fixed before developed. 6) Asheville Commerce Park Asheville Commerce Park in the Extraterritorial Zoning jurisdiction. Plan is to build 60 ft right of way public road to access commercial and industrial property, add 10 inch water line. 7) Deerhaven Lane 33 Deerhaven Lane is a 5 acre lot off a private road. Proposal is to divide it in half to allow for the construction of another house as is a 5 acre lot off a private road. In the area are 18 large lots with access by privately maintained roads and requiring access from a public road would create a hardship.
