Meeting Minutes

October 12, 2009

CAN Goals

1. Educate and inform the community about matters that concern Asheville area neighborhoods;

2. Provide a means for Asheville area neighborhood organizations and groups to share information; and

3. Provide technical assistance to neighborhood groups and individuals that are interested in participating in community affairs

Josh OConnor (Oakley) getting ready to have community meeting and potluck. Trying out new communication mediums including email over paper newsletters.

Robert Zieber (Biltmore Park) had a candidate forum at Town Center.

Daryl Baynes (Shiloh)

Norma Baynes (Shiloh) had historical celebration Sept 12 which was in paper and on Channel 20. Looking forward to Food Security Forum…trying to schedule for December 5th at Hall Fletcher.

Grace Curry (Grove Park / Sunset Mountain) Building going on a Church and have been having lots of loud construction due to hitting bedrock. Have heard that UU church on Charlotte is looking to expand. Preservation Society meeting at Grove Park. Trying to get city to implement way that can get restitution for damage to landscaping on traffic islands. Currently there seems to be no way to request damage restitution and transfer this money to people maintaining traffic calming (ex. N'hood group).

Ned Gutman (Redwood Forest) holding annual meeting on Thursday. Considering how to get data on traffic calming. Marsha suggested that talk to city about study.

Mike Lewis (Grace) traffic island inflicted a casualty (third hit so far) which resulted in some new maintenance included weeding and planting.

Marsha Stickford (Neighborhood Coordinator, Chestnut Hill) city is looking at how to improve gravel lot near Frugal Framer while still keeping it as a viable parking area.

Debbie Applewhite (Beverly Hills) new website is up and looking good. Hoping that

Christina Longoria (Norwood Park) Marsha was at last meeting due to break-ins. Planning a home and garden tour in June.

Barber Melton (Haw Creek) Oct 27 meeting for community. Candidate Forum at Oct 23. Gordon Smith had a event in Haw Creek. The new park is looking better every day.

Joe Minicozzi (Brucemont Circle). No n'hood organization yet but having continued activities including Olympics and Monday football. Group is trying to pull permit for closing street on Halloween.

CAN Voting and Organization Structure - James discussed the structure as defined by the CAN Bylaws and then provided suggestions concerning educating members, getting a more active board, and voting (and communicating the results) in a manner to increase influence by accurately reflecting the intent and backing of its numerous members. Finally he provided an overview of voting options based on time and purpose.

1) The following is a summary of the leadership structure:

BOARD OF DIRECTORS – comprised of one voting representative from each Organization Member. Organization Members are neighborhood organizations or groups that represent the interests of the residents of any city or area in Buncombe County. A quorum of the Board is one third of the Directors in office and the Board is empowered to act for CAN by a majority vote of the Directors present at a regular meeting. The Bylaws allow for written votes outside of Board meetings.

EXECUTIVE COMMITTEE – sets the agenda for the monthly Board meeting and manages CAN business between the monthly Board meetings as the Board directs.

2) The following were suggested by the Secretary. Detailed actions will be reviewed next meeting.

  • The composition of the board and responsibilities of the needs to be made clearer through outreach.
  • Vote results should include details on vote type and its requirements (e.g. quorum).
  • The results need to clearly state whom CAN is speaking for. For example, is CAN speaking for a few members of the Executive Committee or is the vote backed by 18 appointed neighborhood representatives?
  • Consider written votes (e.g. email or web based) as provided by the Bylaws.

3) The following is a summary of suggested voting options based on time and purpose.

Executive Committee: Decisions / Statements requiring fast action which are not specifically designated to Board of Directors. Per Bylaws: No.

Board of Directors: Duties designated to Board of Directors. Decisions or statements where additional buy-in is desired and allowed by time. Per Bylaws: Yes; Quorum: 1/3; Majority: Simple (1/2).

Board of Directors: Amendment of Bylaws. Per Bylaws: Yes; Quorum: 1/3; Majority: 2/3.

Committee: (Committees are advisory to Board.) Actions delegated to committees. Per Bylaws: Yes; Quorum: Simple (1/2).

Full Membership: Polls etc. where a broader representation is desired and allowed by time. Per Bylaws: No.

A Vision for CAN

1) Joe Minicozzi put together a great power-point presentation on who CAN is and while summarizing our 5 Year Vision. A copy of the presentation is available upon request and could be used as the basis for presentations to neighborhood organizations.

2) A group brainstorm / facilitation was conducted on the focus question: "How can we structure CAN to become more active and effective". The following ideas surfaced out of the discussion:

Clarify and Activate Board

  • Activate Board Member (i.e. N'hood reps)
  • Clarify difference between Board and Executive Committee
  • Use Email Votes for Board
  • Revisit / Redo Bylaws

Outreach

  • Send newsletter and meeting agendas to ALL N'hoods
  • Marketing CAN
  • Focus on outreach to N'hoods

Influence Government

  • Drive Discussion (e.g. Council Forum on N'hoods; N'hood report to Council)
  • Bring N'hoods back into Council's Priorities

Meeting Structure

  • Meeting with a program them & party event (quarterly to start)
  • Consider changing to quarterly instead of monthly meetings. (Bylaws state monthly)

3) Based upon this input the Executive Committee has created a wiki site to collaborate on a Member Guide, Government Priority List, etc. The Executive Committee will be meeting October 27th to review and plan.

Flood Ordinance Update – ordinance must be in effect by end of December. The new flood maps are available. Committee is expecting that the December ordinance will include larger adequate buffers due to FEMA maps being changed.
