Meeting Minutes

June 8, 2009

 

CAN Goals

1. Educate and inform the community about matters that concern Asheville area neighborhoods;

2. Provide a means for Asheville area neighborhood organizations and groups to share information; and

3. Provide technical assistance to neighborhood groups and individuals that are interested in participating in community affairs

Introductions - your name, neighborhood and quickly state any Issue / Success to share or to add to agenda.

Debbie Applewhite (Beverly Hills) Neighborhood yard sale where everyone had one in their own yard.  For yard sale coordination, association board formed a chair, sent out post card.  Great success and people are excited for next year.

Bryon Ballard (West End Clingman) moving ahead slowly with new planting / Community Peace garden near Boy Scout headquarters.

Marsha Stickford (COA N'hood Coordinator) Redoing City Neighborhood E-News.  Give your suggestions.  One was tips for n’hoods including things to do when there is no trouble.

Tom Rightmyer (Crowfields)

Grace Curry (Grove Park Sunset Mountain) Finished planting traffic calming devices.  Think that has calmed down the newspaper complaints.  Regarding last weeks discussion about Letter of Agreement. Have not heard back from Ken Putnam.  Having a board meeting and Jessica the planner from the city will attend.

Christine Lagoria (Norwood Park)  Beer tasting, plant sale, and garage sale.  Have coming up a 4th of July Parade.  Received a Griffin award.

Josh O'Connor (Oakley) Had annual meeting and trying to increase involvement.

Computer trouble resulted in losing some names of attendees and their issues / successes.

Round the Table

 

Proposed Ordinances  Alan Glines (City Planner) and the Judy Daniel (Planning Director) reviewed the sets or ordinances designed to respond to the current economic climate.  The sets of ordinances were designated as Economic II and Economic III and included multiple proposed ordinance changes in each set. 

The conversation was involved and there were several opportunities modifications to the ordinances proposed by CAN were seriously considered by Alan and Judy.  While the Secretary's computer problems prevented more detailed notes to be presented the following are details of a few of the ordinance discussions.

·         A summary of the Economic II and Economic III ordinances was passed out and can be made available upon request.

·         Distance between developments by same developer within a certain time frame without additional plan / permits was decreased to 1500 ft = 1/4 mile.  Pioneer building and pink house across the street was cited as an example although this was questioned as to accuracy.  Trying to increase incentive for development.

·         Flag lots.  Make it easier for people who don’t have enough frontage. 

·         Make code less limited in how trees are handled.  For example want to regulate amount of earth available to tree by volume instead of area.  Have worked with arborist and tree commission who liked the options.  Having constraints with water lines etc.  Online comments noted that it might by hard to judge depth.  Wanted to put details of maximum depth in Standards Manual.

·         Provide more liberal alternative compliance landscape option in case of true hardship.  Example is Fresh Market on Merrimon Ave. where have put landscaping below Stein Mart.

·         Allow a construction queue-ing area within 500 feet of residential.  CAN concerned with distance and proposed that permit be limited to one year instead of two and give power to Planning Director to extend for second year.

·         Change to allow lot placement to move forward (believe in steel slope conditions).  CAN concerned that result be larger houses if did not move other side forward.    moving considered that if move forward that decrease other side.  Alan Glines had a technical / conceptual disagreement and resolution was not achieved during meeting.  

On other general topics Judy offered the following:

·         Will consider changes to UDO of interest to CAN.  Need to recommend.

·         Will be putting forth ordinance to limit distance between group homes.

·         Judy is a proponent of using "Trip" mechanisms to promote enforcement. 

·         State Legislator is about to extend permits to 2010 irregardless of development activity.

Hotel near Basilica representatives from the Planning Department were not able to share information about the proposed hotel near the Basilica (downtown on Haywood Street) because no information had been submitted yet by the developer.  The video provided by PARC did not play properly on the laptop and therefore could not be viewed.  The Office of Economic Development is believed be the source of the best information at this point in the process.

 

 

South Asheville - CAN Area Outreach  reviewed CAN efforts related to listening to and supporting the neighborhoods of the South Asheville area.  CAN is working on ways to expand outreach to different sections of the city.
