Quality of Life Court  As part of its strategic plan for 2008-09, Asheville City Council affirmed a goal to pursue establishing partnerships to form a nuisance court to address low-level crimes that, if left unaddressed, erode the community’s quality of life. At its May 26, 2009 meeting, the Asheville City Council directed staff to establish relationships with key community partners involved with the justice system and, with their support, develop a detailed implementation plan and budget for launching a nuisance court.  A lot of times by the time someone makes it to court they get sentenced to time served thus not creating accountability.  Part of hope for court is that accountability will be associated with improving the quality of life.  Hope to process cases efficiently and quickly.  Punishments might include community service so that offendor may have opportunity to restore quality of life that the have harmed.  Some communities have options may include and incorporate treatment as part of the sanction of crime committed.  Asheville is thinking about incorporating treatment options on a more voluntary basis and also trying to  be proactive.  If you look at the cost of enforcement, jailing, etc that it is not sustainable the price of prevention starts to make sense.  Interested in tracking recidivism with goal to keep people from cycling through system.  Picking up litter, sweeping sidewalks, putting down mulch, etc.  Looking for balanced approach  but believe it is Council’s intent to take crimes seriously and look at finding root cause solutions.  Lauren is spearheading the effort to meet with stakeholders including judges, public defenders, Downtown Association, DARN, county resources.  Partnering with County has been looking at a lot of innovative programs including making sure offenders get hooked.  Reaching out to Sheriff’s office

Experience shows that this type of court is successful with community buy-in.

Types of offenses include pan handling, public intoxication, solicitation, etc. 

being called the Quality of Life Court.

Shooting to present plan to City Council on Aug 11 with a goal of a September launch.

In this court, will have same judge and district attorney every time.

Focusing downtown and on certain types of crime to minimize start up and then can expand to more areas and more crimes as appropriate.

Affordable Housing Working Group update on issue including outcome of July 9th meeting concerning $500k stimulus for homeless prevention and four questions raised about a Transit Overlay District:

(1) What are the criteria for where the Overlays should be applied?

(2) What should the design features / standards be? What must it include to be successful?

(3) What should the incentives be?

(4) What doesn't work? What would make this idea fail?       

With the experience of the Merrimon Avenue proposal at hand what can we learn to help a future proposal?

DOWNTOWN SURVEY – July 16, 2009

 What: In an effort to better understand the environment of Asheville’s downtown, volunteers are currently being recruited to help conduct a Downtown Survey. Volunteers will be asked to interview anyone they encounter in a defined geographic area for a period of one hour (between 6PM and 7PM). The survey is intended to include the voices of people who live, work, and visit downtown. 

When:  Thursday, July 16, from 6PM-7PM

            Volunteers are asked to arrive at the Office of Economic Development 5:30 to pick up materials.

Who: Over 100 volunteers are needed to help conduct the survey!   Volunteers should be 16 years or older and will need to participate in one of the three scheduled trainings in order to qualify to help with the Downtown Survey.  The trainings are scheduled for 8:30AM, Noon, and 5PM on Wednesday, July 15th. The trainings will be held at the Office of Economic Development, 29 Haywood Road, Asheville NC. Parking is available in the Rankin Avenue parking deck. Bring your parking stub to the training or survey, and it can be validated.
