Coalition of Asheville Neighborhoods Board meeting October 9, 2007
Present: President Joe Minicozzi (Brucemont Circle), Robert Zieber (Biltmore Park),
Grace Curry (Grove Park Sunset Mountain), Mike Lewis (Grace),
Stephen Hudzik (Kennilworth), Chris Pelly (Haw Creek),
Ned Guttman (Redwood Forest), Secretary Tom Rightmyer (Crowfields).
Guests were Councilman Brownie Newman (Montford),
Veronika Gunter (Hillside / Mount Clare – Five Points),
Selina Sullivan (South French Broad – Southside),
Kyle Ann Ross (Oakley).
1) Ellington proposal – Traffic analysis should include the impact on the Grove Park neighborhood from the shuttle bus and parking at the Grove Park Inn,
2) Discussion with Councilman Newman covered a wide range of issues including these:
Planning Process and long range directions, goal is to get ahead of the curve, Enforcement of present regulations, Transportation, Community involvement in design of I-26, Infrastructure and water, Annexation.
3) Legal Defense Fund committee is seeking legal advice. Discussion with Five Points neighborhood is planned.
4) Neighborhood Coordinator – President Minicozzi will share with City Manager Jackson concerns about possible conflicts between public relations and neighborhood advocacy responsibilities of the position.
5) Discussion with Council candidate Sullivan covered many of the issues previously discussed at 2) above as well as concerns specific to the South French Broad area.
6) Bylaws: The revised bylaws as previously distributed by electronic mail to the Board members were on motion unanimously adopted and all Board members present signed them. They are copied below. The major change is to open membership in CAN to neighborhoods under the zoning authority of Buncombe County and all municipalities in the county.
6) CAN Congress: We need to begin planning now. This will be a major topic of discussion at our November 12 meeting.
7) Police Oversight and Citizen Review: Ms. Ross reviewed procedures in Charlotte and Chapel Hill, NC, and Boulder, Colorado, and Burlington, Vermont.
8) Request received from Oakley Center for help with community Hallowe’en party for area children. On motion the Secretary was authorized to spend up to $30.00 for candy for these children.
