CAN Board meeting February 13, 2006 Oakley Community Center, 7:00 to 9:00 p.m.

 

1, Welcome and Introductions - 28 members present President Chris Pelly opened the meeting.

 

2. Candidate Introduction – Van Duncan for Buncombe County Sheriff – 5 minutes Primary May 1. Van is a graduate of WCU in Criminal justice, has 20 years experience in law enforcement, teaches NC Justice Academy, former Chief Biltmore Estate security, web site – vanduncan.com Issues: (1) Same number of deputies on the street / road as in 1987 – 50 person patrol squad, but budget up, need to reorganize to get more officers out. (2) Community meetings by county good, sheriff’s dept. needs to be working on community issue policing and continuing accountability. School Resource officers need to take more active role. (3) Better working relationship and communications with city police dept. e.g., property crimes near city / county jurisdiction boundaries

4. Committee Reports

 

  1. Neighborhood Congress Planning Group – Judy Williamson, Jennifer Long, Marianna and Bill Bailey Next meeting Monday Feb 27, 9:30 a.m. at Randolph Learning Center Montford Ave.
Plan is for May 6 Neighborhood Congress. Cost $5.00, Target 150 people attending. Mayor Bellamy will be lunch speaker.

 

Plan is 9:30 registration, two morning hours with presentations on community, afternoon practical workshops. Committee workng on child care, lunch sponsoring restaurants. Jennifer Long showed draft flyer. Goal is to have folks pre-register at www.ashevillecan.org. Members were asked to supply names of 15 people to invite,

 

B. Legislative Affairs / Board of Adjustment Appeals – Barber Melton

 

Three appeals made to Board of Adjustment at $500 each, on Walgreens as incomplete application and drawings don’t match forms submitted, Prudential sign size and height, and Staples signs size and height.

 

New ordinance proposed for non-conforming uses. Make clear how 50% rule on renovations applies. To be discussed at mid-month Planning and Zoning meeting.

 

Staples has cut off communication since appeal filed.

 

Revision of Downtown Commission authority – proposal is to require compliance with Downtown Commission review guidelines.

 

CAN Board members need to be in regular communication with City Council members. Bill Bailey noted that planning and zoning issues are chronic not simply immediate. We want UDO rules carefully and impartially followed. Most businesses are careful to follow the rules.

 

C. Neighborhood Outreach – Steve Hudzik

 

Bradley Street getting organized. Wednesday evening meeting planned. Committee will follow up on list of neighborhoods and leaders.

 

D. Technology Committee / Webkeeper - James Judd. www.ashevillecan.org web site is available to members to post information of community interest. Sign up as a user and submit material.

 

  1. Planning & Zoning and Technical Review Updates – TNR

Merrimon Survey – please download from www.ashevillenc.gov print out, and send in the mail before Wednesday February 15 to Asheville Planning & Development, P. O. Box 7148, Asheville 28804 by Wednesday - or sent by fax to (828) 259-5428. Please mark faxed surveys with a header "Sent Via Fax."

109 North Liberty – On motion the Board voted to oppose request to appeal for rezoning before time set in law and asked Barber Melton to bring that to the attention of City Council.

 

(Effect if approved by City Council will be to stop fines for violations) House has 8 one room apartments, grandfathered for 5. Rezoning proposal denied by P&Z and by City Council within last 12 months.

 

Ingles to move to old Wal-Mart building on Tunnel Road. If they spend more than 50% of previous value landscaping improvements and other compliance with UDO may be required.

 

  1. Treasurer’s Report – Carl Nyberg
Board had about $840 on hand, received about $1200 for appeals, spent $1500 on appeals, have about $540 on hand. Contributions welcome – send them to P.O. Box 1858, Asheville, NC 28802. Bills for $50 dues to active neighborhood associations will be sent.

 

  1. New Business
Neighborhood walk in South Louisiana Avenue neighborhood planned for March.
